After many months of waiting, I'm highly confident that chapter 647 will be the chapter that sees Sasuke's power-ups start to roll out.
Why do I think this? Well, to put it simply, Kishimoto has crafted the perfect storm for such an event to take place.
Sasuke has finally seen the current power gap between Naruto and himself first hand. He's aware that at the moment his current abilities pale in comparison. Kishimoto has shown this through Sasuke's internal thoughts, facial expressions and body language. The facial expression that Sasuke makes in particular on chapter 646 is quite interesting...
The current situation is extremely dire and things are looking bad to say the least. Currently Naruto is out of commission and it won't be for a decent while until he's back on the front lines. Minato has already commented that he is running low on chakra and the other Hokage's have proven to be in effective against the Shinju (even having to run away from it). The current situation is also one that the Gokage and Orochimaru won't be able to make an impact on.
Next week we'll be getting a "special 21 page chapter". This is arguably one of the best indicators of a Sasuke power-up. What's going to happen next chapter that Kishimoto considers it necessary to have a special chapter that consists of 21 pages instead of the normal 15-17 that we usually get? What kind of big event will take place in chapter 647? I'm willing to bet that its Sasuke related, from both a power and character development perspective.
Chapter 647 is a volume cliffhanger chapter. Chapter 647 and the previous 9 before it (chapters 638-647) will make up volume 67 of the manga. Kishimoto likes to have big events happen at the cliffhanger chapter of a volume to generate reader excitement for the next volume. For reference, the last chapter of volume 66 is chapter 637 where Obito finally becomes the jinchuriki of the Juubi. Another example of this would be Sasuke's answer to the Hokage's at the end of volume 65 where Sasuke decides to protect the village. Both of these example go to show that Kishimoto has a record of letting big events take place at the last chapter of a volume. I wouldn't be surprised if volume 68 was Sasuke focused while Naruto is allowed to rest.
