Sasuke is just a distant father like his own father was with him and Itachi, doesn't mean he don't give a shit about his kid or that he doesn't love her but he obviously had some very important stuff to do for many years.

Sarada is safe in the village and you cannot carry a baby on a mission for a decade, he made a choice for her safety imo and their relation is probably gonna grow differently now that he's coming back.

it's not OOC for him, he's not Naruto, don't expect him to play hide and seek with the kid at all.
