... Neither of them knew jutsu and the fight was like 20 seconds . Besides proctor broke it up , he wasn't exactly defeated as he could have preformed a counter move while sasuke was in his guard .

That was barely a fight , Naruto was once again trying to save saskue and bring him back to konoha . He collapsed at the end to exhaustion shown earlier in the chapters . Then after that fight sasuke also needed to recover . Both were severely tired and there rasengan/chidori attack was equal . It was a tie .

Because if VOTE 2 was timed perfectly, Sasuke would win. Naruto has advantage in drawn out battles. That's why it went a draw.
