no way, he could never be kage level without obito's eyes, or even just one, as long as it lets him use it to "slip" though things. thats the only thing that COULD make him kage level. he has less chakra then sai, and his sig jutsu cant be used properly without a sharrigan. he has some brains but compared to Itachi or shikamaru, its nothing special. Gai would make a better hokage then sharrigan-less kakashi.
