Her/his art is soooo much better than Mikio Ikemoto's art. I mean, just take a look at this:

I would rather have shjt art but Kishi plot rather than a perfect art but another's plot. Im tired of seeing countless fanfic with a top grade art but those are not "real" and irrevelant to the main story.

Either the story die with Kishi or the new one = completely new manga that has no impact on the main story

Mangaka still has to come up with the dialogue and story board. The tumblr artist would have to be hired in addition to whoever Jump got to write the Boruto manga, plus Kishi to supervise

There are three people in charge of Boruto manga, actually.

Mikio Ikemoto = art
Ukyō Kodachi =writting
Kishimoto = supervision

Just replace Mikio Ikemoto for that artist on OP.

Depend on how fast they are able to produce the art. You said a random artist on tumblr is better but since what they show is their finest + we dont know how much of work and how long it takes to get that art....
