Is Kishi setting up Naruto+Sasuke and the bijuu vs Juubi?

Seems the bijuu in naruto gonna stay seperate añd generate their power into one body.
Basically making naruto the gedo and help him and sasuke fight the actual juubi
Once they duo madara

I think Naruto will become a psuedo Juubi and Sasuke will get some dojutsu. The body and eyes and defeat Madara.
