How long do you expect Kishi to write Naruto for? He can't keep showcasing every single character in the freakin manga. It would drag it out too long if he had to focus on everybody in the war. He will eventually show us the Kages vs Madara and Itachi going after Kabuto and Sasuke. But he can't keep doing development on each character otherwise this damn thing would be going on for another 5 years.
