Has the 3rd most sold manga of all time and has been doing it for 15 years. How does rookie of the year make sense??

It's not sad, it's good. This award isn't for manga specifically. At all.

It is given to people in different categories (theater, film, music, dance, literature, visual art, broadcasts, public entertainment, art promotion, critique, and media arts).

They're congratulating him not on his writing, but on his artistic capability. He's receiving the award in the media arts category. Meaning he was against non-manga artists, too.

The Japanese government's Agency for Cultural Affairs announced the winners of the 2014 "Minister of Education, Culture, Sports, Science and Technology Fine Arts Recommendation Awards" on Thursday, and awarded Masashi Kishimoto a "Rookie of the Year" award in the media fine arts category for Naruto.

Kishimoto began serializing Naruto in Shueisha's Weekly Shonen Jump magazine in 1999, and ended the series in November. The ninja manga is Kishimoto's first completed series.

The awards honor the achievements of people in the fields of theater, film, music, dance, literature, visual art, broadcasts, public entertainment, art promotion, critique, and media arts. Winners receive a certificate and monetary award. The awards ceremony will be held on March 18 at 4:00 p.m. at the Toshi Center Hotel.

I am happy for him. I don't know, I poke fun at this guy all the time. But when I actually see his pictures, I kinda feel bad. He looks like a humble and respectful guy.

It's his only major completed work (which they were judging on), he completed all drawings traditionally, and he was up against other artists that were actual professionals in their field.

He did a fantastic job. Mangakas don't really ever win any awards that are this general. Being a mangaka- the major aim isn't art (let's face it, some manga look like crap and are saved by a nice looking anime) and most pieces are not colored (only chapter covers, book covers, and things from art-books are). Props to him and his drawing skills.
