Base naruto was the strongest. Seriously, he arrive at the valley of the end the same time as sasuke despite sasuke taking off few tens of seconds before naruto and yet they arrive the same time. And also he was also able to counter senjutsu-enhanced-rinnegan-sasuke-rinneshift punch. Naruto took a step backward in his power levels i.e RM so that sasuke can compete.

Yes Naruto is nerfed and if u go off the battles during this war Naruto should stomp sasuke neg diff but as Naruto fans we were to naive to believe kishi would make it that simple and seriously it would be boring if Naruto came out full force with everything he has the battle wouldn't last long idc what rinnegan techs u have Naruto beats them all u can absorb his chakra but u turn to stone he can resist tendo and break CT this battle should be lopsided because sasuke doesn't even have good rinnegan techs like madara and nagato he's basically like obito just with a weaker form of ftg instead of kamui
