All Sage Modes require the user to have large chakra reserves to balance Natural energy. Sakura has small chakra reserves as it was explain in the Manga by Pa Himself. Hashirama and Naruto have nearly unlimited chakra reserves Sakura dose not.

Read the Manga it says you need large chakra reserves to Balance Natural Energy it makes no difference if its Toad Sage, Dragon Sage or Wood Sage of the First Hokage. Read the Manga when Naruto train to be a Sage Pa said you need two things to be a Sage 1. Large Chakra Reserves. 2. lots of Guts. Sakura dose not have large chakra reserves nor lots of Guts,She could not stab an eye of all things.
