That's not the case.
Just as a few members have stated, Kishi and Oda are both good friends. Kishi had visited Oda when the latter was hospitalised, and they sometimes commented each other's works in WSJ mangaka/editor comment sections.

While Naruto has Mugiwara JR,
Oda draws a whole cover page of this week's One Piece chapter fully dedicates to Naruto, with a title of 'SMILE'. The scene is where Luffy eats a ramen and facing him is supposed to be Naruto eats a meat with bone in it (they exchange their favourite foods), but Naruto is sort of covered behind Nami, whom is Luffy's navigator and wears a one piece attire with Hidden Leaf symbols patterned it all over. Others that present atm are Chopper (Luffy's doctor) and a chibi fox.

Even the One Piece logo above the scene has been modified, with the letter O is replaced by Hidden Leaf symbol and the letter I (where it supposed to be Luffy's silhouette figure) has been changed into Naruto's silhouette figure. The first letter E has shuriken at the middle tip.
