i think around chapter 50 or so he had already planned out how his plot was going to be....when he had gaara become shukaku(or shikaku i forget which spelling is the tailed beast, he had aleady planned for there to be 9 tailed beast and probably the juubi...he probably had begun planning ahead......basically plot wise he has planned it all out....however there were many elements he didnt plan such as the rinnegan.....when he first drew deva path he hadnt decided on which rinnegan design to have....so he mvery well may have planned sasuke having hawks.......either way im sure he has the rest of the series fully planned by now....
