Yep, I'm gonna say it Orochimaru should have been the final villain the entire time and here's why...
1.) It makes sense: Just by looking at how the Oro storyline developed, we found out that he had Hashi DNA, Madara's body, had most of the Uchiha tablet figured out, learned how to clone the sharingan, and absorbed Kabuto's chakra (where if Kishi wanted he could have absorbed SM as well). These were some of the most critical elements needed to gaining Rikudou abilities and they were already in his hands well before everyone else. There's also the fact that he had developed the legendary edo tensei and if he wanted he could have summoned Madara and then absorbed him to become the ultimate threat.
2.) Oro had the most evil motivations: A lot of people thoroughly enjoyed Oro's motivations from part 1 because they embodied the ultimate villain. All that he cared about was himself and achieving perfection. He didn't care about anyone else or the state of the world; he didn't whine about the past; he didn't even care about the lives of children and did horrifying experiments on them. In my opinion that is pure evil. Unfortunately by the time the manga ended Kishi thought we should be steered away from that and spend more time with sensitive, philosophical villains who wanted to help everyone in some way. That process might have been done well with Pain but by the time it reached Obito and Madara it quickly became a cliche which only gave room for boring, repeated plot development and some cringe-worthy TNJ moments.
3.) The best looking villain:Oro was clearly designed to be the ultimate bad guy. Just think about it, when was the last time a Naruto villain made you afraid just by looks alone? His long tongue, pale face, snakes, the cackling laugh, etc. embodies every scary quality you see in your nightmares. Even just one intense glare, without genjutsu or any kind of enhancement, made his enemies absolutely terrified. Now imagine that look mixed with a rikudou appearance!
4.) He's the real OG: If there's one character that always brought chills to our spine it was always Orochimaru. He was menacing, he was cruel, he was creepy, and most importantly we feared his potential what he may have become. It would have been the perfect plot twist at the end of the series to see our original villain, the guy who failed again and again, finally come back to succeed and make those original fears into reality.
