As teh scan shows, Naruto was fair game to die AFTER he became hokage since his lifelong goal would have been achieved and he would no longer be relevant after achieving it.
although dying like a fodder to a 12 year old isnt teh most attractive way to die, he did become hokage for 3 years so it aint all bad!
