Going from a stronger villain to a weaker one is pointless.
Madara achieved his goal, he succeeded. We might get to see him talk to Sasuke or something, but as for him to fight again, eh... no.

Madara is gone or not, is something I rather hold myself to say but he is done as a villain, that's for sure. He and Obito may play a role to **** up Kaguya and help Naruto and Sasuke but that's that. The very notion of going from a stronger opponent to weaker is BS. The tools might contain Hamura sealed within and are used to defeat Kaguya.
