You say Tsunade is considered one of the strongest in the series? Again, physical strength is one factor. She's barely top 15 material overall.
And again, all the females you've mentioned pale in comparison to their male counterparts: Naruto, Shikamaru, Killer B and Naruto again as the male Jinchuuriki, Pain, Gaara, you name it. Still haven't disproved my point with this.
How do the female characters that the person you quoted listed pale in comparison to Shikamaru? Although I agree that the females in this manga are pretty weak and don't hold a candly to anyone in the top 20.
kishi doesnt give any female characters the proper developments
mei - abilities are OP but kishi makes it look way weaker when its actually powerful jutsu
This is true but I think it is because Mei didn't really show all her jutsus. She has pretty powerful water jutsus but she is also supposed to have fire and earth release but she hasn't used it. Also her kkg do have potential to be developed on but she hasn't shown much of those either. She also has no back story so yes I agree that Kishi failed in developing her although I think she'll survive and become a more important character once she recovers.
tsunade - she just recent got her development against madara but she still useless/weak (compared to male characters)
How exactly is Tsunade weak and useless compared to male characters? She isn't exactly high kage tier and will lose to many in a 1 VS 1 to anyone who can counter her regeneration but when it comes to usefulness, Tsunade has been the most useful kage other than Onoki in the fight against Madara. She was also able to heal everyone in the village during the invasion of Pain.
sakura- her last development was sasori....nearly 350 chapters since her last development.....beyond horrible job done by kishimoto
I agree, Sakura, despite being a main character, is now a neglected character.
hinata - she trained with neji but we still dont know what she is capable of, she got owned in 2 seconds by pain...once again bad development
True all she did was so far in the manga go up against someone who she had no chance against and get owned. She did get a decent feat in the latest chapter though.
temari - gets small developments but she just as useless as k11 girls
Nah I think you are under looking some of her feats. In part 1, she was portrayed to be one of the stronger rookies even compared to most of the guys during the chunin exams. By the end of part, she destroyed a large segment of a forest stretching hundreds of meters wide which, despite being just a genin, was actually far above the level her title suggested. Temari got trolled in the beginning of Shippuden because she was not there when Deidara attacked Suna nor was she there when Kankuro went out to retreive Gaara. Then once Temari came back to her village, Lady Chiyo told her that she should stay guarding the village instead of coming to help them fight the Akatsuki. I agree she got trolled during that arc and am pretty pissed about that but whatever. During the War Arc though, she gained some decent feats of which I am not going to elaborate on.
anko - she disappears and then pop up every 100 chapters when kabuto/oro appears, shes useless too

konan- she had no development, she hurt obito but only because she had prep time to set up her 600 billion paper bombs, shes just nagato's useless teammate...she adds nothing to the story just the obito fight
I agree with this as well. She seemed to be a pretty bland character.
kurenai- she got pregnant and disappeared ever since (its obvious why but im just sayin)

ino - she has her mind transfer jutsu but its useless without her teammates helping her, once again another useless female character

ten ten - absolutely no development at all, even in part 1, she was just neji's hype-man lol
I agree.
Also none of the female characters in the manga have versatility. Tsunade has amazing taijutsu and great healing abilities but she has no real long range offence. Mei has a powerful ninjutsu moveset but she lacks a good defence and taijutsu skills. The only two female genjutsu specialists in the manga are not as good as Itachi or any Uchiha for that matter and they don't have anything else to fall back on. In other words, no female has come close to mastering all three forms of shinobi combat even though there are plenty of male ninjas who have done so.
