The side characters are developed terribly IMO, BUT I am also glad about that, what's the point of wasting time with characters that nobody really cares about? We only care about the main story and the main characters.

You must have not watched part 1. If you pay attention to character popularity polls a lot of people still care for the k11, Half of them are always In 20 most popular characters.

It isnt about developing them nicely. He can do that.

What were talking about is how he can just easily destroy it.

Like Naruto with his no easy way, then after that gets a bunch of powerups without doing anything.

Well, aside from dying, he didnt do anything.

Shikamaru: Actually good development. The problem is... all of the K11 needed to be on Shikamaru's level of development. They were the originally created side characters.
This is true. The remainder of K11 should have gotten their time as Shikamaru did.

2. Kiba's dream was to be Hokage. Not to just taunt Naruto. Akamaru is a part of his clan and grew up with him. They're practically brothers.
It's hard to tell if he wants to be Hokage. He did say it to taunt Naruto. Then in the war he says if he kicks enough arses he might get to be Hokage. It may be an actual ambition or he's just glorifying anyway he can.

4. He doesn't really... he communicates fine. Kishi just makes every Shino panel a gag about him being forgotten or that bugs are gross...
No, the anime makes every Shino scene a gag about him being forgotten. The only time Kishimoto did it was when Team 8 returned in Shippuden. Anime overuses the joke and now the fandom thinks it actually happens a lot. Another joke that fandom believes is canon is the one where Shino is still upset about missing out on the Sasuke mission.

Some yes others not so much. Hinata was cast aside and knows Naruto's situation and was inspired by him but that is about all we have. Then again I guess character development is a somewhat subjective thing. Not to rip on you or anything I see were you come from.

It more about characterization than development. Development means character going through changes (not only in powers), and in case of most of K11 they did it about once, or never at all, or did something that was expected/logical from the writing point of view (like Hinata confessing). It's fine for someone who is a side character, but they aren't actually deeply developed.

On the other hand they are indeed characterized well. They are all distinct and memorable, even the less important ones.

They don't seem developped enough, majority of their characters can be explained in a few sentences. Part 1 did a nice job of laying the ground work but nothing really happen in part 2 besides their basic techniques got improved. I don't think their was a real connection with the other characters like there is with naruto and sasuke. I feel like OP does a better job with character developing than Naruto. Even "fodder" characters seem to be fluid in OP and sometimes make a reappearence in the series. Kishi gives a good one diminsional character but I would like to see more. Then again even naruto is kind of one diminsional. Well just my 2 cents.

You should be a bit more diverse in your manga maybe, to see that Naruto really doesn't balance it's side characters. The only guy Kishi made an effort with seems to be Shikamaru.

This. Chouji is more developed than Kisame, but his characterization is not better (imo) for ex.

OP clearly did not distinguish both.
