You left out Orochimaru. Though you could just swap him out with Gato..

At the very least, Naruto's villain changing isn't as boring or dramatic as other animes. There is a set system in the world, that being of ninja's. Ninja's create hatred. Hatred gives birth to new villains, but all villains have different reasons as to why they became bad. It's not like in *ahem* (forgive me all) DBZ where villains just pop out of nowhere evil (Cell, Majin Buu, don't know how Frieza was as a kid). Exception of Vegeta when he was dying in front of Goku saying that, "Freeza made me what I (Vegeta) am".

If we were to count....

1. Mizuki.
2. Gato and associates.
3. Sasori
3. Orochimaru.
4. Deidara
5. The rest of Akatsuki minus Konan, Nagato and Kisame
7. Nagato
8. Primarily Obito after like two members were left.
9. Madara.
10. Looks like Kaguya.

Not really. Obito and Madara were the villains for about three years. It was only unclear whether or not one of them would smite the other and become the sole villain, but we had both of them on the table for quite a long time.
