Firstly, we've got to keep in mind the fact that all versions of non-JJ Hagoromo are not of the same power. Post-JJ Hagoromo > pre-JJ Hagoromo. This is crucial to accurately compare Hagoromo and Madara.

Post-JJ Hagoromo stated that 1R JJ Madara has gained a power close to him, which technically means that post-JJ Hagoromo = 2R JJ Madara. This goes in correspondence with the DB statement.

Recovering the "Rinnegan" for both of his eyes, Madara unleashes the true power of the Sage of Six Paths!

Going by this, 2R JJ Madara is theoretically equal to non-JJ Hagoromo (post-JJ version).

But Hagoromo also said that Madara was attempting to gain a power like Kaguya. And as we've seen, Madara obtaining all of Kaguya's powers didn't make him equal to Kaguya, he was still noticeably inferior. So conclusively, Madara obtaining all of Hagoromo's powers also doesn't practically make him exactly equal to Hagoromo (post-JJ) as well. If anything, it puts Madara equal to the pre-JJ Hagoromo, who is weaker.

This is further backed up by the fact that pre-JJ Hagoromo had Rinnegan+RSM, whereas non-JJ Madara had just Rinnegan. Becoming a JJ granted him RSM, which only put him equal to pre-JJ Hagoromo.

However, the addition of Shinju made Madara stronger than pre-JJ Hagoromo and probably close to post-JJ Hagoromo in power. At most, 3 eye Madara will be equal to post-JJ Hagoromo, but not exceeding by any means.
