Kisame's response to Tobi

Ok so I've been reading through older chapters and came across the scene where Tobi reveals his identity to Kisame and Kisame calls him "Mizukage... or then Madara". Any ideas why he referred to him as Mizukage?

He understand that Tobi controled the 4. Miukage, therefore he says ''Oh, so you are ''Mizukage''. Understand?

Because Tobi was controlling the 4th Mizukage. Therefore, Tobi was "the Mizukage" during his time in the Mist Village.
