Kisame was also a very nice guy, Madara also manipulated him just like he manipulated Obito. Probably Madara also put some kind of seal in Kisame's heart making him so loyal to Madara's plans.

Which other characters during the time skip could Madara have manipulated and used apart from Obito and Kisame? Probably we will never find out but he must have been constantly trying to manipulate various people until he ended up with Obito.
