He is very strong. Only under-rated because Gai pwned him so many times, along with a double lariat by A and Bee.
I think he sucks without Samehada, but thats like saying Kakashi sucks without sharingan. Its his tool to use.

kisame fought three taijutsu users and said guy sensei was the best one and guy doesnt use charka either which kisame capitalizes off of but it was a match up kisame could not win. and he dominated prolly would of captured him if it was apart of mission. but A came along and they are the strongest duo. and kisame been putting in work long before he got samehada when he did it made him much better.

kisame is a decent fighter. he just doesnt have speed. thats were he greatly lacks.
he stands no chance against any uchiha or naruto or kimmi which some ppl think kisame can defeat kimmi
