1. Samehada can absorb only a portion at a time. Once it absorbs from V2 to V1, B can end him with V1 that did

2. Kisame shouldn't be able to breathe if he has gills outside water, and even if he can, it doesn't make his situation any better as he still can absorb only a portion at a time. He gets blitzed again.
There's no way Kisame can win.
Samehada can absorb 6 tails at once...Once he absorbs from V2-V1, he'll get healed while B keeps losing chakra and Kisame keeps gaining Chakra making him stronger. Plus B isn't going to end him with a V1 Lariat...Especially when Samehada itself has shown to react to V1 B. It would intercept the attack every time B tries to finish him off by simply moving in front of Kisame.
Don't know about that but Kisame can still alter the environment to his advantage

then there's the fact that he can use water clone asides himself to swim underneath. B can't sense so he'll be troubled by them leaving an opening for the real Kisame. What makes things bad for B is the fact Kisame without Samehada can absorb which means his clones can since it's a trait of the real Kisame. Clones from underneath who can absorb his chakra with B having to focus on the real Kisame doesn't sound like something he can pull.
Kisame stills wins this though. It was Zetsu Kisame who got his head chopped off, not Kisame himself. It doesn't necessarily mean that will happen to a massively superior Kisame. Kisame is just too strong and would have too many options against Bee whose chakra would get rapidly absorbed. He just needs his large Water shockwave to send Bee underwater and then follow up with shark summons and a Samehada fusion.

. When B gave up on that matter, he attempted a Lariat and almost killed Kisame. Fact is, Kisame can't react to his Lariat because he never has

. His clones also won't help him since they can't damage him at all, the only way he is getting damaged is if he is stripped off his cloak, but that requires contact and we all know how that is established.
Kisame still wins, if water dome is restricted but his normal suitons aren't there is no reason he still can't fuse, which renders everything B has useless, while also giving Kisame a speed advantage since Bee has no way to escape the giant lake.

Kisame with no more then medium difficulty. No reason for him to stand around waiting for V2 Bee to blitz him now that he knows Samehada can't handle all that chakra at once. Once V2 is activated, Kisame can simply take refuge underground, pop out of nowhere and drop a water shockwave, fuse, and it's game over for Bee from there. No need to make things overly complicated when it's cannon fact that Kisame>V2 Killer Bee without too much difficulty (as stated in the manga).
