Kisame takes it high diff. With samaheda protecting him, and without edos, Tobirama has no way of putting down Kisame permanently. Hell, if he fuses and creates the water dome, Tobirama simply can't kill him, and will have no choice but to flee. With gojo bombs though, Tobirama takes it comfortably, since explosions actually increase in radius and power underwater.(this was shown in canon when Deidara blew up Turtle Island.)

Tobirama takes this. Kisame requires immense amount of chakra to maintain that Water Dome. If he uses that it would be his downfall. It will waste considerable amount of chakra and Tobirama can escape it with ease. If he decides to merge with Samehada Tobirama can use Hiraishingiri. It is not a chakra delivering jutsu so Kisame can't absorb the attack. Tobirama is a Senju so he won't be having trouble with keeping up with Kisame's high chakra reserve.

Tobirama takes this with medium diff.

While it is true that the force of an explosion is greater underwater its a different kind of force, as there is no true "Blast" to rip apart the opponent its merely a gigantic force slamming into the opponent (Hence why the turtle just was flipped over) However its not far off to say Kisame can't heal from plain old force trauma... I've been saying this for so long. It doesn't even work unless the opponent has been restrained and held down, like what Hashirama did to Juubito.

And plus Tobirama had to warn Hiruzen beforehand.
Kf is massive, you need to look up just how big the Juubi clones are before you make retarded statements like that.

Hiruzen is a 3 in speed, kisame is a 4. Kisame is not slow at all. Not sure where you got that from. Kisame has decent speed, here's a thread that shows he isn't slow:

You don't need a warning to know you have to move when you see paper bombs. The technique initiation isn't instant. You still have to pull the tags out of the body and then throw them at the target and then set off the bombs. The jutsu leaves plenty of time to escape.

If you could use the jutsu with clones, it wouldn't be labelled as a suicide technique. It can only be used effectively through edos. Fodder edos below part 1 oros level which won't get anywhere near anyone above jonin level. Not to mention spitting a lake of water would wash any incoming clones away.
