Kisames pretty strong but I think he would lose in this match up, for one kisame is a mostly close range fighter if hidan can get his blood he would be done for. And Suigetsu could act as a good buffer so hidan isn't KO'd before he can get the blood.

I think Suigetsu and hidan win mid diff.

With or without samehada his water jutsu wipes away hidans blood so he can't stand in any ritual and he can just eat all of suigetsus chakra.

I wonder if Samehada or the chakra-absorbing water bullet can drain Suigetsu's chakra while in his liquefied state. It's a bit tricky here because a lot of Kisame's large-scale attacks could provide Suigetsu with more water to fuse with as he pleases.
