I think that if Kisame takes Naruto seriously from the very beginning he wins, but if he messes around and starts off with just some Samehada swings, he would lose since Samehada most likely can't control nature energy and would turn into a frog.

Eh, with a starting distance of 30 meters, Naruto could toss up some smoke bombs and throw the FRS before they knew what hit them.

I thought the frog only provides oil ? even so , water>fire in similar size , not to mention that in this case the water can even absorb fire to strengthen itself

30 meters is too much distance for Naruto to blitz + Kisame was keeping up with V2 Bee in CQC

I doubt it,but he doesn't have to blitz. Kisame is a close range fighter. Also,there's a 0% chance of Kisame blocking or dodging Frog Kata.

Pa has fire to add to the oil also Bunta's fire is much larger then GSB

--His speed is superior to kisames and can use Frog Katas to overwhelm him at CQC,

--he creates many KB and gets each of them to fire off Rasengans or FRS that will vastly outnumber and outclass kisame,

--3 boss gama trio can be used to counter the water dome or KB can also be used to divert kisames attention, , and naruto can also use his KB to allow the real one to prep frog song thus giving him the win,

This, exactly this,
people seem to misunderstand between natural energy and senjutsu chakra,

Naruto wins. Even if I were to assume Kisame can absorb enough of one Rasenshuriken to stay alive, he can't do anything about two others thrown directly afterwards, especially if he makes them detonate prematurely as he did with the

and Madara. And that's not counting the numerous Oodama Rasengans he can bring out with clones, Chou Oodama Rasenshuriken, the smoke bombs he can use to obscure vision and set up other attacks, such as an Oodama Rasengan from a clone from above, or Food Cart Destroyer.

He's also outclassed in physical combat as well. If Kisame tries engaging Naruto in hand to hand, Naruto just breaks the arm holding Samehada, and then punches/kicks Kisame's head off right afterwards, and he would have no way to anticipate it. There's far too many ways for Naruto to end this before Kisame resorts to end game jutsus such as Great Shark Bullet or the Water Dome, especially when he's the type to engage in physical combat first.
