Nagato he could fly absorb the chakra in the water with preta path draw kisame in......its alot more he can do really

Hes correct Kratos, Nagato cant absorb the ocean cause its natural water with no chakra

Preta path is the only thing that would make this battle a little more even

i personally think Kisame wins with med difficulty if he transforms he can move faster in the water, seeing as how he could summon sharks that cant be absorbed also
And his shark eating chakra jutsu would i guess cancel out preta path
Plus chibaku tensei would be useless since it would only make one big water dome in which nothing solid would cover up the core so it would be a easy target
nagatos dog summon would be useless here

I know he cant absorb the ocean water but in order to manipulate the waterr he would have to add his chakra while the water is coming towards him preta path would absorb the chakra kisame added turning the water back to ordinary water

He doesnt have to use the water kisame creates his own but kisame can swim faster the he runs and also alot of nagatos summonings wont help in the water
