They would both counter each other... If you mix sand with water they both turn into mud. So how is an ocean an advantage for Kisame when he can't swim freely because of the sand?

Actually i do read the manga. Kisame water will absorb the chakra out of Gaara sand and proceed to move forward. His sand wasn't effect because they used they abilities in sync. Similar to the Rasenton combo Naruto didn't get burned because there abilities were in sync so i shall ask you do you even read the Manga?

Anyway, Kisame is not absorbing common sand, which is not infused with chakra.

PS: Naruto didn't get burned because he didn't come in contact with the flames... You're basically saying allies are inmune to other friends jutsus, which is stupid.

Kisame wins simply because he cant be crushed if hes holding samehada, but gaara will control the match until he feints from exhaustion, especially in a desert locale.
