Water vs Sand, who wins?

My guess is Kisame high difficulty.

Kisame is a bad matchup for almost any non taijutsu or genjutsu user. I think if Gaara gets him in the imperial coffin Kisame can just suck the chakra out of the sand and make it collapse like that one guy in the last filler of part 1 did. I'm going with Kisame for a high difficulty win, although I think Gaara is better overall if that makes sense.

Gaara has shown that water dosent deter him from using sand,he contrlled his sand with gold dust which is 20x heavier than water against his dad and again against joki boy.

Normal sand dosent have chakra to absorb,so his sword wont really be of use,water dome is countered by sand tsunami,it will mix in with the water dome and form a muddy substance,kisame cant breath in there,and gaara can just fly over it,kisame isnt known for his speed either, so gaara really wont have too much trouble catching him in a sand coffin. Gaara can also raise all that sand above and just drop it on kisamexd,. Overall,i say gaara mid-high diff.

why would anyone fight gaara on a beach? he kills kisame before any large suitons take effect since he has control over half the battlefield without needing to make any complex signs. just wave his hand and bam, sand coffin

Water is useless against gaara's sand as it not only absorbs the water,gaara can also control it,and he caught madara with it,one sand tsunami from gaara and any water around kisame is made useless,and gaara can easily control that sand and catch him,the main reason people though kisame would win was simply because they assumed water made gaara's sand useless,but it dosent even faze him as gold dust is twenty times heavier than water and gaara controlled it just fine. Gaara wins mid diff.

How does Gaara control sand if it doesn't have any chakra in it? Remember when Madara used preta path, it sucked up the chakra in the sand that was holding Madara. Also despite Kisame not being able to breathe if sand gets inside the water dome, Gaara can't either. Also fish don't exactly have a problem breating in water even though water always has a lot of sand. The location is a beach so Kisame has access to plenty of water.

Also you underrate Kisame's speed, once he fuses with samehada, he becomes extremely fast and gains sensory capabilities. With those abilities, it would become rather difficult for Gaara to catch him in a sand coffin.

IMO Kisame's best bet at beating Gaara is by taking away the chakra from Gaara's special sand to turn it into regular sand. Gaara can control both types but his special sand is much more powerful. Also Kisame can survive some sand attacks by being healed with samehada. Not a full blown sand tsunami although Kisame can counter that attack with a gigantic water dome or the great shark bullet.

Wet sand is slower than dry sand so Kisame should be able to dodge basic sand attacks. As the fight goes on, Kisame will have the advantage since he can absorb Gaara's chakra and grow stronger while Gaara grows weaker.

All in all my money is on Kisame high difficulty although Gaara would prove to be a hard opponent to defeat.

I think Gaara will have to switch to more projectile style fighting rather than swarming... He could probably try hitting Kisame with the ultimate offense trident that he used in one of the fillers when the guy was wearing an armor that absorbed chakra. Or he can just machine gun sand bullets at Kisame and win that way.

I do wish that particular filler arc was cannon, it gave Gaara a really solid offensive piercing move, but alas.. filler :[
