Tired of "Gaara in the dessert" threads so let me introduce you to the new series called "Gaara on the sea" threads. Seems more fair to me because more battles have happened over water than in the dessert and to show his fanboys Gaara isn't indestructible.

Kisame wins. He got unlimited supply of water.
+ He could just merge with Samehada and stay in water. Water will slow sand and Kisame is incredibly fast in water so he could avoid attacks. He could just grab Gaara into water and Gaara is helpless. He doesn't even have to do that. Gaara's sand isn't that strong. And Kisame has some powerful water attacks like Daikodan and Senshokuko
