This is a tricky fight for sure you got there. It would depend on who is faster underwater. I'm not sure if Samehada could absorb Arlong's energy since he doesn't possess chakra(in one piece verse). On the other side he can bow Kisame down with mere water bullets. So i definitely see a close call, but i'd give it to Kisame more times than not
