The thing is Deidara's explosions do not involve fire so the can definatly explode under water. There only weakness as of now is Raiton which Kisame does not have. Micro bombs or the Big bomb could really mess Kisame up.

They have blast/exploison release ..which is basically the same thing .. they exert flames .. that burn the enemy as well as blow them to bits... also he can sense c4 .. and avoid it or defuse all of them with GSB

The thing is though, Explosion release does not involve the Fire nature release in it. That is why I assume it can explode under water.

clearly flames come when the clay explodes .. i guess if they explode underwater he could take this .. although again ..no bombs come close to him when he merges with samehada.. the chakra would be absorbed from them in a second

EDIT: In light of reading this thread, deidara stands a chance but he'd most likely lose. Kisame is too fast underwater for his bombs to be of any use especially while he's sending out shark bombs for defence. and, most importantly, kisame will far outlast deid. Deid's clay can't stretch tooooooo far. He has a limited number of explosions he can throw off, so he's usually very analytical about the way he fights, whereas kisame can send of wave after wave of jutsu.
