Not really a fair fight.

We know a lot about Kisame's techniques but not much about the 2nd Hokage.

Sure we know he is a master at Suiton and he invented Edo Tensei.

But we've only seen him in battle once, where he was being controlled by Orochimaru so that really wasn't his full potential.

We have yet to see Tobirama in an actual fight where he is not being controlled by an outside force.

We barely have any knowledge of tobirama so its hard to say, but we do know he can use IWR, space time jutsu and extremely powerful elemental techniques, so i would say tobirama

Yea he can, but not Tobirama. I think all the Konohas Hokage can beat Kisame. Except Tsunade.

We've never seen kisame fight all out, the first time we see him he is there to capture naruto (doesn't do much)

Fights Guy at the 6th gate (with 30% of full chakra)

Toys around with kirabi to be captured...

He gets a bit more serious with his fight against guy (although it's Guy with the 7th gate open and he has no samehada)

Kisame doesn't get the respect he deserves.. and Toribama is over hyped...

although a jonin sounds bot right, his true rank is unknown, and is classified as a S-Rank ninja. who's power meets kage easily

Kisame a jounin? B please. Kisame is a tailess bijuu basically with the power an might of one. He wields a legendary sword that IF it touches you drains your chakra and before you know it you are screwed. Plus, even IF Tobirama has better suiton, catching Kisame in a water tech doens't even matter cuz he can merge with samehada pretty fast and just dominate all aspects of the water not to mention water shark bombs it would be a crazy epic battle with prob the 2nd Hokage wining but BARELY
