As badass as Kisame is with just about anything water based I'm going to go with Tobirama. Even though we haven't seen everything he had to bring to the table, I'm sure as hell he isn't considered the greatest water manipulator ever for no reason. I don't think that bit we saw with him under Orochimarus control did him any justice either. Let's not forget he's a great sensor, and he was known to have great space time jutsu.

How the technique worked? I have no idea, but if I had to bet money on it I'd say it would be similar to how Suigetsu can liquefy himself and unite with any body of water around him. But since Tobirama can manipulate water from thin air unlike Suigetsu he might have been able to teleport wherever he created water? I'm probably going out on a limb here but It might be possible.

Anyways with that including water release jutsus like the water bullet, water dragon, water shockwave, and probably a whole bunch of shit we haven't even heard of. Not to mention the Sword of The Thunder God and impure world resurrection you could see why I'm not picking Kisame. Don't get me wrong I don't think it would be easy but I think Tobirama could grind this one out, and I'm not just saying that because he's in my avatar lol
