Kisame is so underrated yo....
Objective:
Kisame the greatest of the 7-swordsmen is so underrated, even though he is considered strong.. his level within the Akatsuki is underrated, and people have him on the levels of Deidara or Kakuzu.. which quite doesn't make any sense. So lets evaluate this man and put him in his proper position within the Akatsuki.
Prowess:
This man's prowess is underrated to the level, where people say Sasori or Kakuzu or Hidan.. could take him on. However that is a myth.
Water Dome and Water prison shark Dance: As we can see by the picture below it is comparable to the size of a mountain, and there is only 1 other person in the Akatsuki who has the power/size of a jutsu comparable to a mountain, and that is Nagato. Even still, this is the same jutsu that gave Killer B tough time. And as we all know Killer B is stronger then Most of the Akatsuki.
Also the shark Dance allows him to change the Dome around, causing confusion in the opponent and making it hard for them to get out.
Water release Shark feeding: This Jutsu can vary sharks from 1-1000. And the prime of this Jutsu is just HUGE, how exactly can people without this kind of a prowess go against this man? Who in the Akatsuki besides Obito, Nagato or Itachi can this jutsu on? Personally besides those 2.. I don't see anyone that has the power to take this technique head on.. sure they will be able to survive it.. but exactly how many times?
Water release Great Shark Bullet: Probably his strongest attack physically, this technique was countered by Guy's Daytime Tiger.. in the 7th Gate... And if that Daytime Tiger was made out of chakra the chakra would've been absorbed Kisame's Jutsu and used to make the jutsu bigger and stronger. Again, outclassing most of the Akatsuki member.
Chakra/Strength: He was stated to have more chakra then anyone in the Akatsuki..and the one who stated he has the highest chakra is the ex-leader of the Akatsuki themselves , Nagato Uzumaki. His strength is '5' in the Databook, and its shown by how he took the V2 killer b's Laraite on, and also survived Daytime Tiger.
Chakra:
Other things to define his prowess:
- Has Suiton and Doton
- Silent Killing
- Samehada
- Swordsmen mastership
- Fusion with Samehada
- Healing
So far with those techniques hes already shown the most prowess, besides Nagato himself, and maybe Obito.
Intelligence:
Though I do not really know of that many occasions where one can say "yea hes hella smart".. but he has shown great amounts of Tactics against Killer B.
And also, note what he after Guy vs Kisame fight. He was intelligent enough fool Naruto, Guy, Yamato and etc .
Conclusion:
As far as I am concerned with the Akatsuki, Kisame has proven himself to be in the top 4, without any competition of a tie. The physical prowess of this man can only be matched in power by NAGATO. Itachi has Susano'o to defend, but he still cannot match the SCALE/LEVEL of Kisame's techniques.
Also, as we know that deaths of the Akatsuki were from the weakest to the strongest (just like any other manga).

Question: That how does Itachi dieing first make Kisame stronger then him?
Answer: It is because Itachi was already sick. The Itachi that faced off against Sasuke was INFERIOR to Kisame.
Question: How can he take on Deidara's strongest suicidal attack?
Answer: It actually depends on if he lets him use that attack, and even if he does use it, I'm sure water Dome would be able to supress it.
Question: Sasori has over 100 puppets and the Kazekage so what does he have to match that?
Answer: Kisame has Samehada, way more useful then Kazekage puppet, And to much Sasori's 100 puppets Kisame simply has 1000 sharks.
Question: Kakuzu has 5 hearts, 5 bodies, 5 elements how Kisame match him?
Answer: Sharks my friend sharks, also I believe you fans overrate his "shell" quite a bit then it has to be. Kisame's Great Shark bullet is enough of Kakuzu.
Question: How does he defeat the immortal Hidan?
Answer: Same way Shikamaru did lol. ;]
