Kisame can. The only threats are the Totsuka, Tsukuyomi, and genjutsu (debatable)

Yea they're threats but Can easily be avoided/countered with kisame's wide range of jutsu's.

He can outlast Itachi as well, If itachi pulls Susano'o out, He dies in 3 minutes so totsuka blade and Yata mirror are not the biggest threats.

Since kisame has info on itachi, Hes not making eye contact with itachi.

Kisame CAN POTENTIALLY beat Naruto and Itachi in a 1v1. For alot of characters there isn't a 100% chance of victory or defeat.

No matter how small his chances are, Kisame can win if things goes his way.

Don't think it can blend, It'd have to go through the water to reach kisame and totsuka sealing all the water would take quite awhile giving kisame an opening.

Also remember that the longer itachi has susano'o, the More hes exposed to his sickness and his low stamina/endurance.

Itachi's best bet would be genjutsu or amaterasu but Kisame has info on those.

In all seriousness, Kisame vs Itachi is the closest match up in Naruto, to me at least.
