Sasuke ran out of chakra fighting Itachi.. And Itachi didn't have much. I wouldn't be surprised if Kisame could defeat him.. Well he can defeat the Sasuke that Itachi last fought but I think the susanoo tanks Kisame sadly. What I am saying is that I think Kisame would kill Sasuke and there is no way to know if he could break his susanoo. While Sasuke is running down his little chakra, Kisame still flowing hardcore.

And yes. He is Kage level. He is extremely dangerous. If he was not on the Akatsuki lease, he would be a boss.
