Well, I'm not sure about Hidan, but Deidara is evil because people don't understand his 'art'. As for Hidan, the only thing we know about his past is that he disagreed that Yugakure should become a tourist village instead of a shinobi village.

He was good in the sense that he would have been loyal to whoever he worked for. Good is a relative term, for instance had he been a Leaf shinobi he would have been loyal to them, but every other village would see him as "bad" since he's the enemy.

He said he was not "all that bad" afterall; so he was also kind of "bad" in his point of view.
I do not view others as completely "good" or "evil"; bud he was a well example of what can shinobi world do to people; he only worked for the sake of duty because that was what he knew and believed in; just like Naruto working for sake of the world and his friends; every person choose or obligated to choose something to believe in; not exactly following a path or not believeing in something will cause emptyness; for example Gaara did not kill others because he was "evil" when he was young; he choose to make those actions because he was lonely and had no purpose in life; the reasonings behind some actions might be the same; but they might lead people to different choices. Also different reasoning may cause same choices; i would not say he is a plain good guy; but circumstances effected his situation a lot; and some people might view the dedication to his duty as a good trait.
