The more I think about it the more Kisame seem OP and then I would see someone underestimating him. Just look at the capablities of Kisame and decide for yourself

Kisame has one of the most highest chakra in the series. Nagato states Kisame has the most chakra in akatsuki and Neji states he has seen this much chakra since Naruto and it was a clone with 30% chakra. That would mean base Kisame has 3x more chakra than base Naruto.

Special feats
Samehada and durability a chakra eating living sword can feed Kisame chakra to replenish his own and even heal from it. I would think it is possible for him to break genjutsu thanks to Samehada. Kisame natural durability is great as well surviving days in samehada, alive before healing after his torso was blown open by Bee's lariate and breaking out of Yamato's wood binding jutsu after taking Hirudora. Kisame states to Bee That he doesn't tire and never falls with his durability chakra and Samehada it's not hard to believe.

He was shown to absorb some guy's chakra and heal and Bee's lightning that was uses to stab Kisame in the arm and instead of the lightning infused sword going through Kisame the Lightning was absorb.....does this mean he can absorb chidori? Or even rasengan,fire or any elemental chakra that pierces his skin? Just look at it he can absorb elemental jutsu's once it pierces his his skin he basicly can not be killed by element jutsu's, that's OP. Now I see why Guy was the perfect counter to Kisame since he doesn't use ninjutsu.
Samehada fusion Kisame can fuse with Samehada to become a shark like monster capable of sensing, extremly fast swimming breathing underwater and absorbing chakra just by touching. Since he can sense chakra in this state shouldn't he be immune to genjutsu? manga states in this form he has no weakness.

Kisame tech are massive thanks to his chakra reserves here's a few
water sharks- a shark made of water that seem to regenerate after being hit by Guy Kisame was able to make(summoned in the anime) 1000 water sharks during his last battle.
Great shark missle- A giant water shark capable of absorbing any chakra clashed with it and make it bigger. This is OP man it can be clashed with ninjutsu cause it absorbs any chakra and since he said he was the best in akatsuki at capturing people alive and hunting the jinjuuriki it was probably design to counter TBB
Water Dome- A giant dome of water that surrounds Kisame and move with him. There is no way to run and escape in this. Imagine if he was to make 100+ water sharks in here.
Water prison- a tech that has caught Kakashi, Team Guy, Naruto, Yamato, Bee and some fodder. It's extremely hard to move and get out off to the point someone else is needed to save you.
Water clones
Explosive water shock wave- a tsunami like wave that can turn a canyon into a lake.
The durability, the Healing, the techs, the chakra absorbing and basicly not being able to be killed by elemental Ninjutsu alot of people don't think he can beat a kage and someone else. Looking at this I believe he could beat any of the akatsuki other than Nagato and Tobi. It's too hard for the others to kill him and he has counters for eveything they have and counters for alot of others, I'm not a fanboy he isn't even my favorite I'm only showing people what this dude is capable of and he isn't the only underrated character.
