Just read it, and that is A>B>C logic at it's finest, just because Kisame thinks Itachi can take Jiraiya doesn't mean Kisame thinks he is weaker to Itachi. Maybe Kisame thinks Itachi's genjutsu can take Jiraiya out. Which, by the way, you shouldn't take Kisame's words seriously. He thought Itachi could take Jiraiya, an old man that is better at genjutsu, taijutsu, and ninjutsu than Itachi.

You're just reading the words and not the meaning. Kisame is clearly acknowledging Itachi as stronger.
