It depends on whether or not Lee is as proficient in Taijutsu as Gai, if he is. .Lee wins mid-high diff.

If he isn't, Kisame should take this mid-low diff.

Or, Lee forces Kisame to kill himself with his youth speech. I dare say because of Lee's youth, it's even greater than Gai's!

Kisame obviously. Guy needed to use not only the 7th gate (Hirudora) but also the 6th (Asakujaku) to defeat Kisame. Lee only has 5 gates which means he doesn't even gets through the 1000 sharks.
