The only way I see Jiraiya winning this is if he manages to activate Sage Mode, and he'd only win when Kisame absorbs his chakra (Or samehada, depending if he transformed).

Other wise, Kisame wins mid-high diff. Really, the only game changing factor is the stone-making chakra that is nature chakra. And for someone who devours chakra. . .Terrible match up.

I don't see Jiraiya lasting long enough (uninterrupted) to pull off Sage Mode though. Summons have been proven to be less than useful against him.

You do know Jiraiya needs an amount of time to prepare that Genjutsu of his, right? If Kisame brings out the Water Dome instantly, I don't see Jiraiya having enough time to make the Genjutsu or to enter SM.

actually i just thought of something. Kisame would most likely not be trapped in that and could break kisame out. In the case it couldn't, kisame does heal, so it might not be that simply. But, yea, jiraiya really only stands a chance if he gets into SM.

that's usually not how Kisame works, water dome tend to be a last resort, plus the toads should have no problem moving around in water, hell he could even use food cart destroyer and crush kisame. Or he could just turn him into a toad by touching his forehead >.> .

Sound genjutsu? Samehada snaps him out of it rather easily. And Jiraiya won't gain enough distance from Kisame, who is relentless when fighting, to enter sage mode.

It does take time to summon both Ma and Pa.

Doubtful, Samehada seems to lack ears. Plus, the genjutsu itself takes prep. And that's not counting how long it takes Jiraiya to summon Ma and Pa.

He won't get the chance with a close range fighter whacking a sword that disrupts and steals chakra at him. That, and the 1000 shark clones he has. . I don't see Jiraiya getting the time to summon Ma and Pa, and not use ninjutsu or any other form of defense.

And, The Great Shark Bullet could give any toad summon a hassle, and easily rid Jiraiya of his sage mode and his chakra. Along with Ma and Pa. . .

Kisame's just a very hard opponent to be put up against. . I don't see Jiraiya winning other than Kisame unknowingly absorbing the sage chakra and turning to stone himself, or taking Jiraiya out of sage mode and losing samehada. . .

If he does loose samehada, Jiraiya would probably be at a loss with the lack of sage mode. But I feel like he could then pull off a win, high diff.

Other than that. . Kisame wins mid diff.
