Haha I did actually think about this and the answer is because Kisame actually saw his face. Revealing his face would convince anyone that he's not actually Madara. This is how Kisame knew and characters like Itachi and Minato did not.


The only shinobi to realize he wasn't Madara without seeing his mask off was Yahiko in Obito's flashbacks. Yet this was AFTER Tobi was revealed to be Obito so one could easily say it was plot that allowed him to be so 'observant'. But yes, Kisame was able to realize something the analytical Itachi could not.
