Kisame's only reason he doesn't win if he starts out in sage mode with lack of intel is that absorbing chakra would eventually turn him into a frog/stone

If he starts out in base he never gets the chance to go into SM, as Kisame wrecks him and his summons in his WD anyday

Oil Swamp takes care of Itachi's Susano'o - he doesn't even need Sage Mode for that, and such move took care of a summon that is a lot bigger than Susano'o.
While Itachi tries to get out of the swamp (if he's even able to), Jiraiya in SM kills Kisame.
