The only time we saw sasuke using it is that tym when he was fighting with itachi . After that it seems to exist . I bet that was a once of jutsu. But would like ur opinion if u think am wrong

In order to create Kirin, Sasuke has to create a thunder cloud. To do that, he needs enough heat which he generates through the fire dragon jutsu. The only time he used the fire dragon jutsu was in his 2nd stage CM state. It is unclear if he currently has enough Chakra to do that jutsu and generate enough heat.

i think the burning of itachi's amaterasu helped as well so it would be possible for him to use amaterasu to generate storm clouds
