Depends on the situation or objective in this case.
Normal tbb cannot damage full susanoo.
Its because superior energy of tbb is dispersed in every possible direction and only small part of it is actually directed at susanoo.

Kirin on the other hand focuses its power into one single point.
It benefits from lightning element thus is having extreme piercing capability.
It was never tested against full susanoo but possibly it could make a hole in it.

The kirin sasuke used had limited amount of clouds that were artificial, a perfect storm would benefit to much bigger and stronger kirin.

i'd say if Shukaku fired a TBB which was charged for one second it would be equal in power to Kirin

I don't think there's enough to go on when discussing Kirin, simply because we've only seen it used once and it was deflected. We don;t know exactly how much damage it can inflict because of this, also how black zetsu said it was limited to one shot. As opposed to TBB where we've seen that thru out the series, we know it's power and damage capabilities. So TBB > Kirin

therefore you are wrong sir about Kirin being at the speed of light as there is a difference in speed.
The speed of light is roughly 5987.648473214286 times faster than Lightning (give or take a few decimals)
