Don't get me wrong; the initial strike and the jutsu itself is extremely quick.
But it's the SETUP that makes it slow. First you have to create the needed thunder clouds, then you have to charge it up with chidori, and then Sasuke must craft it into a dragon head before it strikes.
By then, most shinobi will know that bad craps going down.
This is why we haven't seen Kirin since. It's impractical to use in an actual fast paced battle. Kishi just built it up then said, "Dammit, why did I make this?" then squandered it and forgot about it.
