Sasuke was more than likely prepping to use it against Team 7 before Orochimaru intervened, which suggests prep time only cuts down on the chakra cost, it isn't a necessity.

if anything prep time would cost more chakra becaus you have to use a strong fire style jutsu to form the clouds before kirin rather than usuing already present lightning from the jump
