Suiton does that you can manipulate pre-existing water, but you can also create the water yourself though it takes alot more skill to do so. Alot of water techniques is about to change the shape or form of the water, and it does the water harder in the process. The mostly Shinobis that are using this is the Shinobis from Kirigakure.
