Lightning is one of the 5 basic elements, when used on a enemy it paralyzing them, when used with water it's power is amplified due to water not be solid and lightning being able to run through it, earth is weak against lightning due to earth being a conductor for lightning allowing lightning to charge through earth and break it up, lightning is weak against wind because wind is a insulator to lightning, lightning and fire can be used as a combo if you fired a low-rank non-compacted fireball at the enemy and then quickly shoot a high-rank lightning jutsu along with, and if the opponent uses a water jutsu to stop the fire the lightning wil still travel and hit the water causing paralyses or maybe even death.

Heh, well yes and that electric charge is what we call static. Let's use that to jumpstart your lightning chakra and focus on it's basic manipulation. I want you to rub your hands against it, and then try and focus on converting your chakra into that charge to begin and formulate the lightning. Maintain and decent amount of chakra control and you should be ok, otherwise you might cause your whole arm to go numb.

Ok i began by rubbing my hands against the balloon, i then begin to get some some electricity in my palms i then picture lightning and slowly but surely convert my chakra in my hands into lightning chakra, while there is a small amount of lightning i then add more chakra into the mix and again focus on the image of lightning and convert that amount of chakra into lightning nature chakra i then do what you showed me and increase the intensity of lightning causing there to be more lightning on my hand i then decrease the intensity causing the amount of lightning to decrease a bit i then release the lightning out my hand... how did i do sensei
